Ebola Outbreak Remains an International Health Emergency, WHO Urges Governments to Act

The World Health Organization has warned that the Ebola outbreak in the Democratic Republic of the Congo remains a public health emergency of international concern. WHO Director-General Tedros Adhanom Ghebreyesus called on governments, health agencies and international partners to strengthen their response and provide additional resources to protect vulnerable communities in the coming months.

Following the recommendations of the WHO Emergency Committee, Ghebreyesus said the situation in the Democratic Republic of the Congo still requires coordinated international action. He emphasized that the outbreak cannot be contained through the efforts of one country alone and that governments must work together to prevent further transmission.

The WHO chief also stated that updated recommendations for the Congolese government and other countries considered at risk would be released in the following days. These guidelines are expected to focus on surveillance, border coordination, medical preparedness, community protection and the rapid identification of suspected cases.

Governments urged to increase support

Ghebreyesus appealed to national governments and humanitarian partners to expand their efforts rather than allowing the outbreak to become less visible on the international agenda. Additional medical personnel, protective equipment, diagnostic capacity and financial support are considered essential to control the spread of the virus.

Health workers operating in affected areas face particularly serious risks. Ebola can spread through direct contact with the blood or bodily fluids of an infected person, as well as through contact with contaminated materials. For this reason, strict infection-control procedures are required in hospitals, clinics and emergency treatment centers.

A disease with a high fatality risk

Ebola causes a severe form of hemorrhagic fever. The illness may begin with symptoms such as fever, intense weakness, headache, muscle pain, vomiting and diarrhea. In serious cases, internal and external bleeding can occur, although bleeding is not always present at the earliest stage of the disease.

The virus can progress rapidly, making early medical assessment extremely important. Patients suspected of infection must be isolated and examined by trained medical teams. People who have been in close contact with a confirmed patient are generally monitored for signs of illness during the potential incubation period.

Ebola first identified in 1976

The Ebola virus was first recognized in 1976, when outbreaks occurred at the same time in Nzara, Sudan, and in the village of Yambuku in the Democratic Republic of the Congo. The virus took its name from the Ebola River, located near the Congolese village where one of the first known outbreaks began.

Since then, several outbreaks have occurred in Central and West Africa. The most devastating episode began in West Africa in December 2013 and affected Guinea, Liberia and Sierra Leone. Between 2014 and 2017, approximately 30,000 people were infected and more than 11,000 died, making it one of the most serious Ebola crises ever recorded.

Cases reported in Ituri province

The latest outbreak was declared in the Democratic Republic of the Congo after health authorities reported 246 suspected cases and 65 deaths in the eastern province of Ituri. The announcement came on May 15, following the emergence of infections associated with the Bundibugyo Ebola variant.

According to health officials, no confirmed treatment or vaccine was available for this variant at the time of the report. This increased the importance of early detection, patient isolation, safe burials and strict protection for medical personnel.

Community cooperation is critical

Public health experts stress that medical intervention alone is not enough to stop Ebola. Local communities must receive clear, reliable information about symptoms, transmission routes and the importance of seeking care quickly. Fear and misinformation can cause people to hide symptoms or avoid treatment centers, allowing the virus to spread further.

Trust between residents and healthcare workers is therefore a central part of the response. Medical teams must respect local customs, explain procedures clearly and work with community leaders. In particular, funeral practices require careful attention because contact with the body of a person who died from Ebola can carry a high risk of transmission.

Surveillance and rapid response

Effective monitoring is another key element of outbreak control. Authorities need to identify suspected infections quickly, trace contacts and observe people who may have been exposed. Rapid laboratory testing can help distinguish Ebola from other diseases with similar early symptoms, allowing patients to receive appropriate care without delay.

Neighboring countries also need to strengthen preparedness. Border regions may require additional screening, emergency training and referral systems. However, health experts note that travel restrictions alone cannot replace effective surveillance and medical cooperation.

Protecting healthcare workers

Doctors, nurses, ambulance teams, laboratory staff and cleaners are among those most exposed to infection. Adequate protective clothing, training in its correct use and safe waste-disposal systems are essential. Healthcare facilities must also have separate areas for suspected cases to reduce the possibility of transmission to other patients.

The WHO’s appeal reflects concern that insufficient resources could undermine progress made in controlling the outbreak. Continued international assistance will be necessary to maintain treatment centers, support local health services and protect communities in high-risk areas.

The persistence of the Ebola emergency demonstrates that outbreaks can escalate quickly when health systems are under pressure. Coordinated action, transparent communication and sustained funding remain vital to limiting deaths and preventing the virus from spreading beyond affected areas.
